Create a Lit Element Starter Project

Create a Web Components (Lit Element) starter project which should have the following
- Typescript based
- Vaadin Router Implementation with few page routes
-The project should support pre rendering to support SEO indexing in Google, all the pages that were created using router should be indexed. This is mandatory
-The project should have npm build command to build the project, when we serve the build folder files, it should work as a pwa for installation and offline support.
