Create a Custom Minecraft plugin -- 2

I need a pretty simple Minecraft plugin developed that will complement the spell casting system I already use.
This plugin will need to provide mouse-click combinations for three slots, I should be able to set which three I'd like to use server-wide.
We currently provide players with spell casting, activated via numbered slots 2, 3, 4, 5, 6 7 - I want my members to use mouse-click events to cast/activate these spell slots. (something like RightClick - RightClick - RightClick activates slot/spell 4)
