I am looking for a capable developer to create a Chrome extension that will facilitate the random movement of the mouse on the screen. This extension's primary function will be to simulate unpredictable mouse movements, continuously, only on Windows operating system.

Key requirements include:

1. Movement Pattern:
- The extension must create continuous, random mouse movements.

2. Specific Actions:
- After a random peroid of time, the mouse shall swipe to the left or the right.

3. Operating System:
- The extension must be compatible with the Windows OS only.
