Click Ad Spam Protection

Hi,
I'm looking for someone that can code a "Click Ad Spam Protection" script that can be added to any website.
Here is what the Script should do:
1. If an Ad Unit gets clicked X times from an IP4/IP6 address in X hours/days, then the script shouldn't display this Ad Unit anymore, by remmeving the Ad Unit <div>*</div> HTML element with JavaScript code on a current live page and with PHP code when a page is rendered.
2. The Script needs to work with Ads that are loaded into a HTML iframe element.
3. The Script should also detect the touch screen clicks and the right-click clicks.
4. The Script should have a basic web control panel where you can configure the script settings and select all or single IP's addresses to be deleted.
5. And option to permanently block a single IP4/IP6 or and IP4/IP6 range.
6. The page load should not be impacted to much by this Script.
7. Needs to be compatible with PHP 8.2 and MySQL 8 (MariaDB 10) and vanilla JavaScript (No jQuery).
8. All other improvement ideas are paid extra.
