Chrome Extension for Auto Video Time Saving

I'm looking to create a Chrome extension that will automatically detect and save the time from videos watched by users on any website, and resume playback from the same point when the user returns.
The extension doesn't need a nice UI, minimalist is completely fine. I'm concerned mainly with the functionality.
The extension should:
- Support all videos on all websites, not limited to specific platforms like YouTube
- Automatically save the time for all videos, without requiring the user to manually intervene
