Chrome Extension for Auto Scrolling

I need a skilled Chrome Extension developer to take an extension that I already paid someone else for - and make it work.
My scroller worked with Chrome for more than 12 years - then - all of a sudden - Chrome started sending out messages to all my users that the simple little page scroller was "disabled because (somehow) it violated terms of use."
So I paid someone who said she was a Chrome Extension expert - and I paid a fee to Chrome. What she did works - as long as the page that is scrolled is uploaded to the internet.
My original scroller would scroll from a page on the users computer and did not need to be uploaded to the internet. This is essential for my needs. The extension needs to work online and offline.
I can provide the script - so all you need to do is make it work offline ( in addition to working online, too).
