Change Double Click behaviour of Windows 10 \ 11 for .xlsx files

We have a client who wants to open up excel in the web version of Excel rather than the desktop version. It works ok if you right-click on the excel file and press the "View Online" button, as can be seen in the attached image.
We would like some software \ a script \ registry change which will change the system behaviour so that when an excel file is double-clicked on the PC response is the same as if we have right-clicked on the file and selected view online.
