Built Interactive Menu (With clickable animation)

We are looking to develop an interactive menu like shown here in this link:

The only difference between what we need to the reference link,
is that the menu we want to develop, it needs to look more like neuron network.
If you hover over a neuron, it enlarges and you can click on in to move between site pages.
So every neuron basically represents a menu tab.
We're willing to pay good money for this project, but it needs to look great!
Before we close anything, I request a draft / demo so that I can see we are on the same page.
If the design is the right one, we can close immediately!
Again, the simplest of codes, just to see that you understand the mechanism and design in general.
