Build a system to get live tick data from the plugin application(from truedata velocity software) -- 3

I'm looking for someone to help me build a system that can get live tick data from a plugin application that uses TrueData Velocity software. Specifically, I need assistance with programming in Java. Given the specifics of the project, Java is the best programming language option. I do have existing plugin to integrate, use DDE(Dynamic data exchange) to get live tick data from plugin.
