Build me a random number generator

I need a random number generator that i can choose between 1-10 numbers to display. With a custom range, from 2-100. With an option to exclude specific numbers. Also, and this is the most important part, is to exclude specific sets, for example i dont want 1,7 to appear together, so means that 7,1 also cant be in the set. the order does not matter. I will be adding tens of thousands of custom sets ranging from 2 to 8 numbers long. Please only bid on this project if you're confident in your work.
