Build a portfolio website

I'm looking to build a good looking portfolio website. Bidders have to be fairly comfortable with HTML, SCSS, JavaScript, React router, Material-UI and some basic animations with the Intersection Observer API and lazy loading. The code has to be well organized following files and folders conventions/patterns (example: 7-1 Sass Architecture). I don't have any design in mind so if you can come up with one that would be excellent. Also, I will fill out the content myself so you can just generate lorem ipsum texts for placeholder. Finally, the website has to be fully responsive for laptop/desktop and for phone/tablet with mobile elements like hamburger menu, etc.
