Build an e-learning website with admin panel

Hello Freelancers.
I invite you to help me create a language e-learning website with the following features.
> User login / Registration with email. Save user progress.
> Categories of lessons with numerous sections within each of them
> Video files will be used to deliver training - either directly as mp4 or embedded from YouTube
> Users have to pass mini tests of 4-5 questions to move to next section. These tests are taken verbally. User clicks a button to activate speech to text engine. The spoken answer must be used to verify if the user is correct or not.
Admin section for us to upload / embed new video files and associated test questions.
Admin should be able to add / modify / create new sections and categories.
Implement Google Analytics to collect all possible data regarding usage of the website.
The website should be 100% adaptive to all browsers on desktop and mobile. I do not have designs, but am open to purchasing any UI kits that help you achieve the required objectives.
