Build a google chrome Extension like revolver tabs

There is a google chrome extension called Revolver Tabs. I extracted the code in visual studio and it looks like C# (although I'm not 100% sure, it could be HTML, JavaScript and/or CSS) and it's not a very long code.
I need an extension for google chrome that does the exact same thing with the exact same options as Revolver Tabs but I need one extra option. I need the option for the tabs to be reloaded/refreshed when they are not the active/visible tab. I'm currently using the extension to move between visuals which I created. The visuals are hosted online and are updated very frequently, so I need the tabs to reload on every cycle. Revolver tabs does reload tabs, but it reloads them while they are active/visible and sometimes it takes 10-20 seconds for the page to reload, so you have to wait to see the visual.
The extra option I need can have 2 options/parts to it.
1: Have the current tab refreshed right after being changed to the next tab
or 2: As soon as a tab is activated, the next tab which will be viewed will start to be reloaded so that it should be fully reloaded just before being activated.
Option 2 would be preferred if I had to choose between one or the other.
You should be able to download and extract the code from revolver tabs to get a head-start on this project, if that's an acceptable path to take. I have no plans on selling or distributing this extension if that matters.
