Build me a dynamically pivotable, large-data table to embed in a webpage.

Hi,
I need someone who can make use of whatever software/codebase/ product will allow for a 'large' (likely 100-300 rows per 10-20 columns of data, that can be dynamically re-sorted to display in different 'this by this' type searches by end users - displayed on a web-page. Essentially a 'clean & pretty', online version of Excel's 'custom sort'.
So, needs the back-end database, and the connected, intuitive front-end. Columns able to be sorted by 'highest-to-lowest' type re-ordering, and filtering for different criteria.
The back-end database should be something intuitive that can be updated by non-coding user without breaking it! eg Excel spreadsheet that gets transposed into whatever format is appropiate to the dynamic, web-based interface and it's functions.
Ideally, there would also be two 'long-in' functionalities:
1) - For those browsing/using/searching the data, it being behind a login, so only the appropriate individuals can get access - access should be a unique username and password per unique user. Not necessarily a paywall - just 'logins'.
2) - For those providing/contributing the information, again having individual logins so they can adjust ONLY 'their own' data, so they can keep it up to date in real time.
I realise this is fairly 'niche' - I have regular WebDevs and my own limited skills enough to know that most people reading this webpage will not immediately have the existing skill-set to execute - and I am not looking to 'fund someone to learn how'! - meanwhile, I suspect this would be a day or two's work only, for the right Freelancer.
