Build a chrome extension to add a KML layer to a third party website

I would like to have additional information available to me, namely cell tower information available from here: https://web.acma.gov.au/pls/radcom/site_proximity.main_page/
The exact implementation details do not matter as long as I am able to see this additional information while visiting the above website.
However the additional layer website does allow for a KML export, which is fairly well supported by google maps, so that's definitely an option.
