Build an SQL database that can be accessed by a user-friendly online interface

I'm an academic that has compiled a dataset (of ~25,000 sea-level observations, each of which contain ~100 fields of metadata). These data will be useful to other academics, who may wish to download them from a user-friendly online platform, and would ideally be periodically updated, either by myself (on a back end) or via an option for other users to upload the data on the user-friendly platform. There is a spatial component to the data - it is distributed across the globe; therefore, it would also be helpful for users to be able to view or select data for download from a map.

It would be helpful for the web developer to have experience with:

Graph/map visualisation libraries
