Build Progressive Web App (PWA)

I am looking for a developer that has experience building progressive web apps.

The is a very basic app we need built in terms of functionality, it will basically pull content from an online knowledge base. There is no user registration, sign in, etc required.
The app should make use of service workers, be available offline, installable on mobile devices. We want to build something that we can port over to a native application in the future once functionality requirements expand.
