Build/Improve on a Counting Program

The idea behind this program is to count equipment on pdf documents. The counting process happens when you add circles/points on the pdf which start a counter. I have the fundamentals of this program complete, having a counter and adding point..
I am looking for a person to link the points/numbers to a database, add some functionality and improve on the user interface. The program will eventually look very similar to this program:
