Build GeoCouch Caching System

We have two servers created one with GeoServer and one with CouchDB. The have GeoServer setup with many layers. We will have both vector and raster layers. We are looking for someone to create a system to automatically cache and sync the layers with GeoCouch / GeoPouch.
We can provide the layers urls, zoom levels and whether the layer is clickable.
The major issue we need to overcome is that the vector layers need to cache all the data needed for our on click events.
Simply put we are looking for someone to use details from a config document to pull all tiles from the server while saving each tile into a GeoCouch database. Once everything is cached we need a map to display those layers by connecting to the local database.
If you can complete this small project I will hire you to continue building this into a massive project.
