Bug fixing ( file pointing to wrong location )

I have a project where clicking on a certain link throws up a page error
I have used chrome inspect element and know what the href attribute should point to but i am unable to know how to track down the file where i can make changes to in real ..( check video) ...basically the href attribute for a certain admin button should point to a subdirectory where the admin folder resides whereas it is pointing to the root directory for the admin folder ( where it does not exist ) as a result of which the page is not loading correctly ....i can check this and edit it in inspect element and everything works but i am unable to track the file in the server where i need to make the changes and edit the href attribute to point correctly to the subdirectory locatiion

Need simply help in pointing to file in server for the page that appears on web so that i can edit and set right

Also a little knowledge in knowing how to track down location of file from inspect element shall be helpful
