Banner hide or show jquery geolocation

I can easly add state and city in header script, when user come 1st time show popup he select location then popup never show,
30day then expire then show or when location not detect its show. make in javascript, jquery ajex what ever compatible in shopify theme. block list

City > San Francisco, Atlanta, Berlin, Chicago, Detroit, Dublin, London, Los Angeles, New York, Portland, Paris, Sao Paulo, Seattle and Tokyo.
