Ads Click Spam Protection

Hi,
I'm looking for someone that can professionally code an "Ads Click Spam Protection" script that can be added into any PHP website.
Please do not accept this Project if you only in for making quick money. I have already a basic script like this without the PHP render blocking function and a web control panel. I need now something more complete. The Project time is not important.
Here are the details what the Script should do:
1. If an Ad Unit is being clicked X times in X seconds/minutes/hours/days by a IP4/IP6 address, then the script should remove the displaying Ad Unit for that IP4/IP6 address for X hours/days, by removing the Ad Unit <div>*</div> HTML element on a current live page and on the page rendered stage.
2. The Script HAS to work with Ads that are loaded in an HTML iFrame element (For example AdSense).
3. The Script should also detect the touch screen clicks and also the right-click clicks.
4. The Script should have a web control panel login page where you can configure all the script settings.
6. The web control panel should have an option to install the MySQL Tables by click on a button with an checkbox warning when overwriting an existing MySQL Table.
7. The web control panel should have an option to delete all the blocked IP4/IP6 addresses or only a single blocked IP4/IP6 address (including with an IP search box).
8. The web control panel should have a separate section to add and remove permanently blocked IP4/IP6 address ranges and single IP4/IP6 addresses (including with an IP search box).
9. The web control panel should have an option to enable FingerPrintJS over Local Hosting and CDN (https://github.com/fingerprintjs/fingerprintjs).
10. And if the FingerPrintJS option is enabled then the script should only remove the Ad Unit(s) if the IP Address and the FingerPrint are matching.
11. The Script should have an option to block All Ad Units or only the Single Ad Unit that was clicked to much.
12. The Script should also be able to automatically purge the old database entries.
13. The Script should also work if a user has disabled Cookies and Caching in his browser.
14. The web control panel should also have an option to enable FingerPrintJS over Local Hosting and CDN (https://github.com/fingerprintjs/fingerprintjs).
15. The page load should not be impacted to much by this Script.
16. Needs to be compatible with PHP 8.2 and MySQL 8.4 (MariaDB 10.11) and vanilla JavaScript (No jQuery please).
