API integration with MEWS PMS

We run a hostel in San Francisco and need to build a custom API with our Property Management System (PMS) called Mews. The goal of the API is to check if a reservation comes in with an average nightly rate of over $52 per night. If it's over $52 do nothing, if it's $52 and under then change two tax rates from 14% and 0.75% to 0%. We have been told by Mews that this should be possible.
