API Transformer: Transform WSDL to OpenAPI 3.X

Acceptance Criteria:
- Javascript module that transforms Transform WSDL to OpenAPI 3.X
- Here is an example of a similar converter, except it does OpenAPI 3.X to Postman: https://github.com/postmanlabs/openapi-to-postman
- Must be written in Javascript, not Node.JS

If the project goes well, there will be opportunity to create more javascript modules for transforming other API spec formats.
