I want an calling application -- 2

I want an calling application people can call via internet to mobile(sim)
with this method :- > METHOD
+ VOIP Server like Asterisk / FreePBX
+ Protocol like SIP/PJSIP/WebRTC
+ Library like liblinphone for Android or iOS.
+ Making outgoing call using this above library functions like , core.makeCall()
+ A little programming to change number every time.
