python for image recognition

I am looking for an experienced programmer with knowledge in Python and the OpenCV library to create a facial recognition program. The goal is for the program to be able to recognize sign language from actions. When a sign is matched, the program should display the contents, as well as any other relevant information (based on the data it was provided). The scope of this project is well defined—all that needs to be done is the development and testing of the application.i have uplaoaded code i have problem running the program and also some file is missing , i have uplaoded ppt for you to follow up ,just need little help
