I need a java expert

I have a java applet that works on my win 10 pc that I am trying to use on my ms surface pro 2. I downloaded the app but it will not open or run. Does not even display the little java coffee cup image on the icon. Just looking for someone who knows how to set up or update java on my ms surface so that I can run this applet.
