I need a Atlassian Jira Server Developer

I need to have an application (console based) with Java where I can access on Jira server. Can someone build the connection for me and show me how to access to the content of Jira via IDE (InteliJ).
Later on I need to do a Plugin for Jira where we can track the tickets like PowerBI
