A developer to convert Excel Table into web based program

Developing a web-based program to replace the manual use of an excel sheet and integration with Power BI basic reports
I am looking for a developer to create a web-based program to replace the use of an existing Excel file that we use to manually manage tasks for different projects/ locations. The attached Excel sheet is just a model for a single site tasks; however, the rest of the tabs/locations will be just identical to this one.
The program must have:
1. a user-friendly GUI
2. Require user authentication.
3. The program will be written in Python, which ensures the highest level of reliability and quality.
4. Enable the user to create as many projects/ locations as needed (usually not more than 20 projects/ locations will be needed at the same time).
5. Enable the user to create a project name.
6. Enable the user to choose project phase (there will be predefined 3 or 4 phases where any new project must be classified into).
7. enable the user to run the 2 attached reports. The developer will need to develop these reports to be run via an integration with “Microsoft Power BI” as it has more capability and flexibility for the required reports.
The end product must be robust, intuitive, and secure. I am looking for someone with the technical expertise to develop this product quickly and efficiently. Communication and attention to detail are a must.
