Windows PE(Portable Executable) parser in Java to return version info

Need experienced developer to write Windows PE(Portable Executable) parser in Java to read windows 32 and 64 bit .exe and .dll files and return structure that contains file version info. This is same thing if you right click on file and select properties-> Details to view the version info. More details I can provide if needed. We already have a code that run in Java but for some reason on some files like packed with UPX fails but Windows OS can view the file details just fine.
