Virtual Network Embedding in Java -- 2

I am looking for someone to help me with a virtual network embedding project. The goal of this project is to have a highly available network with security compliance and low latency. The freelancer I hire should be technically adept and have the experience and skills for such a task in the java. The code should be written in java using any of the graph frameworks that is available. Please see the attachment for more details.
