User session time tracker - Windows -- 2

I am looking for a freelancer to develop a user session time tracker for Windows. The purpose of the time tracker is to monitor employee productivity. I would like the following features included in the tracker:

Track user active/idle time and display it on users screen
Track the time spent on each applications and provide some exclude software list i.e Chrome,Excelv
Track the time spent on websites
All the Logs collected and stored in MYSQL database
Generate the reports in excel format and provide some filters
User should not close or unistall the application
All the users will login to Virtual machine using AD credentials
The users will roam to any available virtual machines so the logs should combined
Once the user logged it should start tracking automatically
If there is no any activity for 1mins then it should count as Idle time
The application should it be running on each virtual machines and just report data to the central server


The preferred programming language for this project is not specified. The ideal freelancer for this job should have experience in developing time tracking software and be proficient in at least one of the following programming languages: Python, Powershell C#, or Java.
