User session time tracker - Windows

I am looking for a freelancer to develop a user session time tracker for Windows. The purpose of the time tracker is to monitor employee productivity. I would like the following features included in the tracker:

- Time tracking for specific applications
- Automatic report generation
- Customizable alerts and notifications
- Track user active/idle time and display it on users screen
- Logs stored in database
- Reports downloading format in Excel
- User should not close or unistall the application
- Sync with AD


The preferred programming language for this project is not specified. The ideal freelancer for this job should have experience in developing time tracking software and be proficient in at least one of the following programming languages: Python, C#, or Java.
