Troubleshoot a Gradle build environment

We have an existing application written in Java that builds perfectly when run in a Linux environment; however, when run on a Windows 10 system, the Gradle script fails with a PostgreSQL connection error.

We need someone with a background in Windows, Java, Gradle, XML and PostgeSQL to troubleshoot this connection issue. We can discuss more on chat.
