Spring Batch ORA-08177: can't serialize access for this transaction for BATCH_JOB_INSTANCE

I am looking for a Freelancer to help debug an ORA-08177: can't serialize access for this transaction for BATCH_JOB_INSTANCE error that I am experiencing. Specifically, the version of Spring Batch I am using is 4.x. Currently, I am unsure of the existing workaround for this error, so any assistance with debugging and resolving it would be most welcome. The successful Freelancer should be comfortable working with databases, and have strong experience with Spring Batch 2/3/4 version in particular.
