SpeedBoost Items Plugin

I'm looking for a talented Minecraft plugin developer to create a plugin for my server that introduces custom items with unique abilities, with a focus on enhancing gameplay. The primary ability I want to add through these custom items is a simple speed increase for players.

Ideal Skills and Experience:
