Socket client connection

Hello, I'm looking for a Socket Client solution that uses the Java programming language specifically for a Windows operating system. The purpose of the program is for real-time communication and I need someone who can speak/understand English well enough to write the code. If you have worked with Socket Client solutions in the past and can work with Windows and Java, then I would love to discuss this project further.
