Slack app for distribution list -- 2

I want to have a slack app that can be reached via email and will require slack users to accept the email and respond to it. And notify channel every 30 min to 1hour that the email is not addressed. This is for people that are away from work and need to give customer alternative contacts instead of giving one contact they can reach a slack channel with abundant people.
