Simple windows/linux desktop application $100

i need a simple desktop app for windows (win 7/8 and win10/11 hopefully it can support mac too) AND linux. Budget $100. Please only bid with this budget and tell me how much you understand. Throwing your profile and fail to read or using auto rephasers i will totally ignore.
The software will run and connects to a mysql ipaddress database table call user_table for login access (username password, remember me funtion too).
Upon login, the user see Start Pause Exit and Setting 4 buttons.
When press start the time will be logged, when press Pause/exit the time will be stopped.

When user press starts, besides time being logged in mysql, we will also take a screenshot (Lowest resolution) of the desktop every X mintues (in mysql user_table) and ftp (ftp settings for this user can also be pull from mysql user_table) upload to an address with the filename username_ddmmyyyy_hhmmss.jpg. The FTP shall re try X time with a interval of X mins. If FTP keep failure to upload on X time, the software will not be able to press start until the FTP reuploads and its sucessful.
When software exits or paused it will be not do such actions.
Another funtion to have is when it detect X idle timing (mysql user_table), the timer will be auto paused. User have to click on the start button again.
The setting page is where we allow the user to set the mysql host:port, username, password .
This application should be able to handle firewall situation and sucessfully ftp the files in to the server.
