Simple Java Swing Project

I want a simple Java swing project which can be compiled from the command line. That is, do not use the NetBeans or other IDE.

There are 4 functions:

File
Go
View
Help

I have attached a screen mockup of how I want that to look.

At this point, do only the 'Go' selection.

It will have 3 functions:

Options
Start
Stop

Screen mockup attached.

I want to be able to call a java routine of my choice when each of these are selected. The look and feel should look similar to what is shown in the screen mockups.

I will pay a maximum of $50 for this.
