Show[not download/ getting issue in firefox browser] pdf document on browser from local storage , it should work in any browser-java , jsp

i have some existing pdf documents which i want to display in browser , currently i am using i frame tag but that is not working[ means instead of showing in browser it is downloading the file) in firefox as expected so my requirement is that i want to display pdf document from my local storage to any browser , you can use opensource lib but not paid licensee api

i more thing whenever i am showing pdf document from any web site e.g :- http:...../abc.pdf that time that file successfully displaying on firefox browser but when i am trying to save that same abc.pdf in my local system and trying to accessing it using local path i.e D://..../abc.pdf that time it is not getting displayed on screen

i tried below option also.
headers.add("Content-Disposition", "inline; filename=" + "example.pdf");

Only i am getting issue in firefx browser not in IE and crome
instead of displaying in browser it is getting downloading every time so my requirement is instead of downloading it should display on browser screen
