SQL Java Query Toggle For IsActive

I am looking for an experienced Java developer with SQL capabilities to create a form that takes input of a primary key value and uses it to change the state of the 'IsActive' column in my foreign table.
Requirements will include:
- Taking input for a key from a form
- Using that key to change the state of 'IsActive' column in the foreign table
- Toggling the state from true to false or vice versa in the foreign table using the key value
