Programmer needed

I need a programmer to build me a program that can protect files placed inside a flash drive and perform the following tasks:
1- Prevent sharing files located inside the flash drive to any other drive / device.
2- Prevent recording / screen shooting of the files inside the flash drive.
3- Prevent copying flash content on android phones.
