PDF Creator with Images

I am looking for someone with experience creating PDF documents to help develop a PDF Creator with dynamic images and text. The PDF document will be used for an agreement document, and I have a specific layout in mind. The PDF must be static and not editable. Any images used must be licensed, and carefully integrated into the design.
