Offline Selenium framework required

I need a skeleton automation framework to run through the website. It could be on any programming language but preferably Javascript or JAVA. The system is currently inside an internal network which doesnt have any access to public network hence no packages can be downloaded during th runtime. I would propose webdriver jar and all other dependant packages to be carried as one deliverable rather than a light weighted framework.
