Take in 2 parameters plaintext and offset char and encode into a string
Ref table of ABCDEFGHIJKLMNOPQRSTUVWXYZ01234567890()*+,-. with A being 0 and B being 1 and so on and forth
If not in table, map back to same character. Put Offset char at front of encoded string
Example
1) plaintext: hello world
offset char : b
coded into : BGDKKN VNQKC
2) plaintext: hello world!
offset char : x
coded into : FC/GGJ RJMG.!
