Need assistance with Adobe PDF using Java I think......

I have built a PDF document in adobe and I need the document to have data entered, a user sign it and then send the next person in the chain who will need to do the same. I would like it to be saved to a shared folder and then sent the next person in line using an automated task based on information in the document. I think Java is the best way to do this based on what I understand and have read. I also need the document to require fields to be completed prior to it being signed and some of those fields are drop downs, but they are drop downs and I don't want the default one to count as it being completed. I also would like a way to track where the document is in the chain.
