Make Spring Boot backend service in Java

Need to fetch string values from a Path and values from a .properties File and send them as JSON Response into an endpoint. Just a simple GET request. The values in response must change in Reload if the Data Source values are changed. The data source will be present in the local machine only. Must only use Java 8. The project must work in my System as desired.
