Make me a Spigot duels server in Java using the Minecraft Spigot API

I need someone to make me a duels (pvp combat) server in java using the Minecraft (https://minecraft.net ) java edition spigot api (spigotmc.org). I will need source code but no redistribution rights. The server should allow players to combat each other in multiple ways. Some examples of the type of duels plugin we need made: https://www.youtube.com/watch?v=VJmSR0vsjtI, https://www.youtube.com/watch?v=dSHVy0jFSM4 , https://www.youtube.com/watch?v=H0b0-V_DsZw . There is additionally an example of what we need done on the minecraft server hypixel.net. The duels plugin should be able to scale across multiple spigot server instances to allow for optimal performance.

Note: This is not a website, it is a server addon for the spigot minecraft java server.

We can provide all messages, gui designs and similar, you do not need to have good english to do this.
