Looking for flutter experieced to refactor & rebuild an ecommerce application

We have a project where we require someone to refactor and rebuild it from, we have XD of the design of what is required, it is quite important for the developer to be available and dedicated to this project only; if we notice any sort of delays; the project will be cancelled and you will be reported for being incompetent.

Project Scope:
1. refactor widgets according to our guideline, where we will have global reusable widgets and static widgets only to specific screens.
2. Rebuild all the screens according to flutter best practices and according to the provided XD file; must be pixel perfect, no chance of mistakes.
3. Hive implementation
4. API must be tested and probably refactored according to the API documentation.
5. Screens routing must be done according to Flutter best practices; flaws or shortcuts are not acceptable.
6. The application must be null-safety

Magento 2 API experience is a plus but not required.
